Yes, it's a game, but it's different then other Wonderland games because it's only to create or play customlevels. (You can only play it, if someone created a customlevel)
For that reason, it's ususally not in the list of Wonderland games, because they use to call Wondeland games only those where levels (not custom levels) are included in the game itself.

Stop making a big deal out of it. The reason I think it doesn't count is because it's not a full-length game - it's only a set of separate levels you can download.
The best comparison is a game called Knytt Stories - it's only a level editor and the program to play the levels in. There's one fundamental difference, though - Knytt Stories comes with a complete, full-length set of levels that make up a story. WA Editor does not.
As I said, if you think it's a game, that's fine, but just because you do doesn't mean everyone else does.
