How do you make transparent parts?

I used game maker 8 for transparency.

When i made it, it was not transparent and had no loop(I need Game Maker 7 for animation and that has no transparency).Those were not by be but the rest was.

@SS:You should download Game Maker 8.The sprite editor has a huge arsinal of efects.I made that green one for you.
