Program to use

Could someone tell me which program I need to use to open the downloaded file?

You can't open the file on it's own, you need to put it in your CustomLevels folder which is in the RTW directory. Then access it through the custom levels option in the game menu. If you don't have RTW then you won't be able to play the levels. They don't work with Secret Worlds or the original Wonderland.
