spy-eye

Where can I find the spy-eye?

I returned to the captain but he doesn't have anything.
Then I found the shop, but he hasn't got spy-eyes neither.
I was playing the Ascent when I read somewhere about a spy-eye you get from the captain. So I returned. But there isn't one.

Have I missed something earlier in the game?
