If you look at the place Maxnick showed it was wdf file.So I opened it with
paint and save it as bitmap and it worked!But I have to find the background texture for Thundra,Snow2,Jungle,Beach,Volcano and desert...

The ".wdf" files seem to contain most, if not all, of the models, textures, sounds, and voices. Even buttons! What if you edited them? 
I once found the stinkers' voice samples. You could make it very funny by replacing some of them.

I guess since MS hasn't said anything about posting the MOFI textures, it's okay to use them.
