Billy bob, when you post a level that uses a custom texture, even just a test level, you have to post the texture too, or no-one else will be able to see it. Please post the texture, then we can see why it isn't working.

Yes I can see what you've done wrong. You have put .jpg after each name when you didn't need to because the computer does that. So you have for example sign.jpg.jpg now and that's confusing the computer.
I've taken out the extra .jpg and now it works fine. Download this one and it should overwrite the one you have.

IT STILL DOESN'T WORK FOR ME
I have put it in the folder but it just still wont work I have also reloaded the
page!!!
WHY DOESN'T WORK FOR ME
does it work for anyone else?? (if so please put up a screen shot)

Try deleting the folder you made first and then download this one. Sometimes it doesn't overwrite it properly if the things inside are the same. Also when you download this one make sure there isn't an extra folder. Sometimes you can get a folder within a folder and then the texture won't show up. Just check that the jpgs are only inside one folder which is in the Custom Textures folder.

It doesn't work on the other computer either.
maybe i have put it in the wrong folder....
Should i put it inside custom textures because thats what i have done.
Does it work for any one else?
If so please put up a picture!

Have you checked that there is only one folder? The most common reason for it not working is the double folder syndrome. It should be CustomTextures/Jazzyfunkylines/various jpgs. You might have CustomTextures/Jazzyfunkylines/Jazzyfunkylines/various jpgs. If yours is like this then you need to remove one of the jazzyfunkylines folders.
I tested it in the game and it's fine. Here's a pic of your test level.
