Need help doieng something in the editor

How do you make text appear when you step on a certain tile? I really want to know this so I can put it in my adventures.

This question has been asked before. Use a General Command.
Setup like:
Command: 21
Data1: *Dialogue Number*
Data2: -1
Or Data2 may be the dialogue number and Data1 may be -1. I can't remember.
