You're probably locked out of Cloud City because you don't have enough Rainbow Stars yet.

I think one of the levels I made in Cloud City was called "Locked Out," if I remember right. That may be what the question was about. If that's the case, I'll look at it tonight when I get home & post a solution here. Unless someone else who knows how to complete it sees this first!!!
