Help please!!. I can get all three boxes into the water in the Ice Level and I just have no idea where to go from here. I know I need to use 2 characters but just cannot figure out how to get to the top boxes.

You need only one character to get to the top. You need a friend to get the first character OUT of the top area.
To get to the top, step on a third box-in-a-water, and go right. Wait a millisecond and go up. The rest should be obvious.
But there's another challenge waiting for you. After going to rescue the stinker near the UFO, poor Qookie is stuck behind a box! That's the point, where you need to bring a second character and your quick fingers.
If you can't do it, ask a friend to help you. Two people are quicker than one.
