Wonderland Arcade

Anyone know how you get into the arcade to play the games there, or is this done at the end of the game. Ive read a post somewhere that some of the arcade games have been played, how do you do this??

You play a level "The Package" Then the Arcade will open.

The Package is a level you will find by talking to someone standing outside there house.
