P.S. Russian is my native language, and therefore I can tell you a little about that:
While the English word "Congratulations" really translates in "Поздравления", in Russian language you almost never say just "Поздравления". The two more usual forms are "Мои поздравления" ("My Congratulations") and "Поздравляю!" ("Congratulate!"). Yes, the last form comes without the grammatical subject.
Talk about WEIRD when you translate something directly.
