2,3 and 4 You're talking about an item. I'm not quite what you mean with that, but I think you mean an object which is to be measured in inches/centimeters and with has a length, height and width. In that case it isn't an item at all. I suppose you'll find it soon now.

And about question 4, in a manner of speaking he tried to repair something, but I'm not sure if this isn't making the story just more difficult.

I see there is some confusion because here in NL the electricity counter and the main fuses are inside the living house near the front door in a so called "counter cabinet" in which are the electricity counter, the gas counter and the water counter. Apparently in US those are outside the house. So some things about this riddle didn't make sense. Sorry for that.
