Make use of the Burstflower's Pow to destroy the barrel.
Be near the barrel when it's destroyed. That way you can press the button behind where the barrel is.
In other words, use the springs before the barrel is destroyed.
You'll need to slow down the Burstflower's Pow via Floing.
Once that button is pressed, use the springs a second time so you can end up on the tile north of the Burstflower. You should now be able to progress.
