I really don't think there is another way. Just to verify, once I know what to do, my best record is 1:39 (3:21 left).

Thanks, the video showed how I could do something in parallel which I overlooked, so now my best is 1:33 (3:27 left).

I thought I was making progress with this, but... no. Haven't done it yet.
My best attempt used a boulder going round the edge and carefully timed bounces; is this good?
And do I have to kill the chomper using cannon fire to save losing a boulder?

So after killing him, that gives me 2 boulders and a cannon, right? Right.
But if I push a boulder and the cannon into the water (collapse the bridge with Peegue first), I can't cover the buttons with anything. So I have to bounce it over the water/bridge.
In fact: how do I get a thing round the corner onto the buttons in the first place? I can't figure that out. Yes, I want to know the answer. Spoil that part of the puzzle for me

But if I push a boulder and the cannon into the water (collapse the bridge with Peegue first), I can't cover the buttons with anything. So I have to bounce it over the water/bridge.

Correct - then don't do it!

In fact: how do I get a thing round the corner onto the buttons in the first place?

Spoiler: That thing must be rolling all the way to the right, then the Mayor kicks it in the desired direction.
