That's supposed to be the mechanism to let the Ice Trolls in. Please stop making a new topic every time you ask a question and put it here.

An unnecessarily detailed post...
The mechanism can also be seen from the hub area just outside the "At The End Of It All" adventure as well as inside it.
So there are actually two mechanisms. One of them is inside "At The End Of It All" and one of them is just outside it.
The purpose of the mechanism that is in the hub:
The purpose is to open the blue retro gates that are just outside the "At The End Of It All" adventure.
There are five adventures in the area two areas before the mechanism. There are also another two adventures in the area before that. The mechanism is designed so that whenever any of these seven adventures are completed one more blue gate will open.
It wouldn't have worked to make the win commands for those adventures directly open the blue gates. The reason being that only five of those gates need to be opened in order to beat the game, and the remaining two gates only need to be opened for coins and gems. If the gates were opened directly from the win commands of those adventures, then in order to beat the game you would have had to complete a very specific five of those adventures, rather than just any five of those adventures. That's why the mechanism exists; so that the first five of the seven adventures you complete give you access to "At The End Of It All" and the last two of the seven adventures you complete give you access to coins and gems. You wouldn't want it so that the first of those adventures you complete gives you gems and coins rather than a step closer to beating the game. Beating the game is the main mission, coins and gems are bonus goals for afterwards.
The purpose of the mechanism that is in the adventure:
The purpose is... well actually, there isn't a purpose. But there is a reason. The reason why the mechanism exists in the adventure is because the entire area containing the mechanism was copied across from the hub into the adventure. When the area was copied across unnecessary effort to remove the mechanism wasn't spent. Thus the mechanism still remains, but its purpose is lost.
A closer look at the mechanism can be taken.
