How do you make it? Do I need flash?

You don't need flash Will, I'm using Paint Shop Pro 8 which had Animation Shop 3 with it.

I took loads of screen shots to make sure that I had 4 or 5 each one a bit different from the last. That was the hard part.

Then I put them in sequence and put each one on a new layer. Once that was done I cropped the whole lot at once to the size I wanted. Then saved it all without merging as a psp file.

Then in Animation Shop, I opened the psp file and viewed the animation to see if it was running ok. I had 5 different frames going from mouth closed to mouth open, and I wanted it to go back to mouth closed, so I copied the 3 middle frames, reversed them and stuck them on the end. That made 8 frames going through the full cycle of mouth closed to mouth open to mouth closed again.

After that I selected all the frames and added the text effect to them. Tested it again to make sure it looked ok.

Then I used the optimisation wizard to make it into a gif with the best possible quality and a low kilobyte size. You have to experiment here, cos too low a kilobyte size can make the picture very grainy, and I didn't want that.

That's all there is to it. A relatively easy process if you're used to Paint Shop Pro.

I found Tigger for you

and I cant make him smaller without stopping his movement
